This session examines five financing mechanisms that are reshaping how countries mobilize resources, engage the private sector, and make training responsive to industrial demand: Results-Based Financing, Learner Financing, Adult Skilling and Lifelong Learning, Training Levies, and private investment.
The session opens with a short framing from the ILO on the state of lifelong learning financing and the instruments available to close it. Policymakers and practitioners from Brazil, France, Nepal, and Singapore, where these financing models are successfully implemented, will each introduce their model briefly, then outline how it works in practice: its advantages, its challenges, and what others can learn from it. The session will then open for discussion.
